This fragment is found in Landsberg 7, page 151, lines 7–8 (corresponding to page 139 of Mikulicz). It dates to the year 1800 and is written in E-flat major.
It occupies only the first half of the two lines; the second half contains the sketch of the main theme for the Finale of “The Creatures of Prometheus,” Op. 43.
Given that no clear separation is found between this fragment and the rest of Beethoven’s writing on the same two lines, one might reasonably infer that these four measures in E-flat major were conceived as a hypothetical slow introduction, later discarded, to the Allegretto Finale.
